Getting a Driving Licence from Scratch (LL to Permanent DL)
In India, obtaining a permanent Motor Vehicle Driving Licence (DL) is a statutory two-tier process under the Motor Vehicles Act. You must first secure a Learner's Licence (LL), complete a mandatory 30-day waiting and practice period, and then pass an in-person driving evaluation at the RTO.

Submit Form 2 on Sarathi Parivahan, upload age & address proof, pay fee, and take the online computer-based road signs test.
Mandatory 30-Day Driving Practice Period
Practice driving with a licensed accompanying driver or accredited driving school. The LL is valid for 6 months.
Book RTO Driving Skill Test Slot & Pay DL Fee
Log into Sarathi Parivahan, select DL Slot Booking, choose an available date at your local RTO, and pay the DL issuance fee.
Pass Practical Driving Test & Receive DL via Speed Post
Demonstrate vehicle control and traffic compliance to the Motor Vehicles Inspector. Once approved, your Smart Card DL is dispatched via Speed Post and available instantly on DigiLocker.
